Public safety for the passengers and behind-the-scenes safety for the crew.  Emergency drills are a way of life when working on a ship.  As you can see in this video the crew areas are nothing like the passenger areas. The rooms are small and close together.  If an emergency takes place the men and women in these cabins are the ones that will be helping and directing the passengers.
